广西柳州市环境治理项目资格预审邀请书

本资格预审邀请是根据2004年12月2日联合国《商业发展业务》上刊登的本项目的总采购通告（GPN）而发出的。

中华人民共和国政府已向国际复兴开发银行IBRD/国际开发协会IDA申请了一笔贷款，用于支付柳州市环境治理项目的费用，并决定将此笔贷款中部分款项用于拉堡污水处理厂工程土建、设备供货、安装及调试联动合同项下的合格支付。中仪国际招标公司就以下合同的承包商或公司进行资格预审：

合同号LB-TW-01: 拉堡污水处理厂土建工程，设备供货、安装及试运行合同（工程设计规模2.5万m³/d ）。合同工期为合同生效后17个月，试运行期为6个月，预期招标时间为2007年4月。

本次资格预审将按照世界银行采购指南：国际复兴开发银行贷款和国际开发协会信贷采购指南（2004年5月版）规定的程序进行。

感兴趣的合格的申请人可于2006年12月25日起,每天9:00至11:30，13：30至16：00(节假日除外)在中仪国际招标公司获取进一步的信息、查阅资审文件。申请人在提出书面申请并交纳了一笔不可退还的费用：人民币1200元，或125美元后，可购得一套完整的英文资格预审文件。可用现金、支票或汇票进行支付。如欲邮购，国内快递需另交邮费人民币100元，国外快递另交20美元。对由于任何原因造成的文件迟到或丢失，招标公司不负任何责任。

资格预审申请书应装入密封的信封，并在不晚于北京时间2007年2月6日10：00时前递交至雇主办公室（地址如下）。信封上应清楚地标明“柳州市拉堡污水处理厂工程土建工程、设备供货、安装及试运行资格预审申请书”）。迟到的申请书将被拒绝。

This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business online on December 2, 2004.

The People’s Republic of China has received financing from the World Bank toward the cost of Liuzhou Environment Management Project, and it intends to apply part of the proceeds toward payments under the contract for Construction Civil Works, Supply, Installation and Commissioning of Equipment and Plant for Labao Wastewater Treatment Works. The Instrimpex International Tendering Company (CNIITC) intends to pre-qualify contractors and/or firms for contract as follow:

Contract No. LB-TW-01: Construction Civil Works, Supply, Installation and Commissioning of Equipment and Plant for Labao Wastewater Treatment Works

(25, 000 m3/d). Time to complete the whole facilities 17 months and time for trial commissioning 6 months separately. The expected time of bidding of the contracts will be in April 2007.

Prequalification will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, (May, 2004), and is open to all eligible bidders as defined in the guidelines.

Interested eligible bidders may obtain further information, and inspect the prequalification documents, from CNIITC during office hours (from 9:00 to 11:30, 13:30-16:00, from December 25, 2006) (except Saturday, Sunday and holiday). A complete set of prequalification documents in English may be purchased by interested bidders on the submission of a written application to CNIITC (with below address) and upon payment of a nonrefundable fee of RMB 1200 or USD125. For mail order, please add US$ 20 for overseas delivery or RMB100 for domestic delivery. The method of payment will be in cash, cashier’s check, direct deposit to specified account number given below. The document will be sent by EMS.

Applications for prequalification should be submitted in sealed envelops, delivered to the Employer`s address below by 10:00 am on February 6, 2007, and be clearly marked with the project name, and the contract name as applied. Late applications will be rejected.
